Conditions
- The accounting module must be part of the organization’s plan.
- In the organization space, the caller must have access to the book.
- payload is required and replaces all the previous answers: a question left out is no longer answered. The same questions and rules as when the answers are written apply.
- The fiscal year never changes.
- Records who made the change (updated_by and updated_by_type).
- A transfer-pricing draft of that year becomes stale and must be regenerated before it is filed.

Identifier of the accounting book (the {book} segment of the organization space, a 27-character KSUID string); the OpenAPI generator names it after the controller argument.
